These are evaluated differently by different people. The numbers of primary, secondary and overall Caesarean sections has been rising in Germany and other developed countries. It has been observed that increasing importance is placed on soft medical indications such as protracted course of birth and pathologic cardiotachogram (CTG). In addition, there is a rise in the birth risks category "other" for non medical risk factors. Caesarean sections are also performed more and more upon request, without medical indications. Medical indications with preventive character from the point of view of mother and child are of increasing significance. The trend toward Caesarean sections is also favoured by nonmedical aspects such as the rise in patient autonomy and the increasingly defensive attitude of obstetricians and midwives which has arisen from forensic pressure. While this change in the indications for Caesarean sections is currently different in the various German states, on the whole it is much stronger in the western states than in the states of the former East Germany. This seems to be due to differences in the latitude the physician has in respect to the decision for or against a Caesarean section.
